The color setting you will need to use is 0,128,255 in photoshop or similar paint type program...
So first you take the bitmap image (Editor-->Level Bitmap View)...zoom in with +/- key on numpad...press F1..., Next open your photoshop program and add (brush or paint) the specific blue color (0,128,255) to your bitmap without coloring over the "little white dot" which is in the center of the bitmap image...

In my example above, where all the X's are, I used the blue (0,0,200) there...and the "....." areas I didnt color blue...the result is the rain would only affect the areas which you colored...blue
Next create a notepad document and copy/paste the following onto it...
RAIN_visibility= 50
RAIN_density= 1
RAIN_area=0,128,255
VIS_use= 0
PL_shad= 1, 0.3
AIGRID_everywhere= 1
WATER_fog= H_, 71,80,65, -50, 20, 0, 0, 5
WATER_sound= H_, 2236
// end of file
Now re-name this notepad document to " level.ini " ...now put this in your Levels-->mapname-->data folder...if you see a rain.dat file in your data folder go ahead and delete it (a new one will be generated on the next step)...now open the ptero editor, open your mapname.sco, press f8 then f9 and viola!, it works for you...i have a link to the same thing here in the forum about the water settings and what all the numbers represent...
