OK, this has had issues for ALOT of people. I will go through mine and see if they may assist you and setting up yours.
You will need:
1 - Access to your router (if you have one)
2 - Your control panel window opened
3 - Gamespy Arcade set-up and logged in (to check if your server shows up after all these steps)
Ok here are the steps:
1 - Vietcong game installed...
2 - ports 5425, 15425, and 27900 forwarded for both UDP/TCP (see "Port forwarding" below)
3 - windows firewall exceptions for those ports (listed above) using the vietcong program (see "Adding exceptions to windows firewall" below)
4 - Gamespy Arcade Opened, (to view the Vietcong lobby for your server to appear after refreshing)

It is important to know the difference between a modem, and a router:
Coming from the wall (a telephone line or cable) goes first to a modem. In case you do not know:
A Modem, short for modulator-demodulator, is an electronic device that converts a computer’s digital signals into specific frequencies to travel over telephone or cable television lines. At the destination, the receiving modem demodulates the frequencies back into digital data. Computers use modems to communicate with one another over a network.www.wisegeek.com/what-is-a-modem.htm
A router is a computer hardware component that directs data between networks, or within a single network. Often, consumer-grade routers are used to connect several home computers to a single Internet connection, and/or to each other. Commercial routers direct data within a company or university network, and may also be connected to the Internet. If you do not have a router, and are directly connected to your modem, than all you have to do is add exceptions to your windows firewall for the ports listed above (see category below)
Next, Go to Start --> Run --> type in " cmd " (without the quotes) --> then a command window opens. Type "ipconfig" (without the quotes), and your IP Address, Subnet Mask, and Default Gateway addresses will appear. Write down your IP Address.
Port Forwarding and Vietcong
It is best to find a website (specific to your router) for router access.
For instance, "mine" is a Linksys Wireless-G router.
In order to access "my" router, i have to type in 192.168.1.1 into my internet explorer address window and press enter. Then i am prompted to enter a password (If i never entered a password, then the username is blank, and the password is admin). After i entered my username and password, the Linksys router Setup window pops up.
Then i went to "Applications and Gaming" to forward my ports.
Mine was somewhat confusing at first simply because it asked for a name for the application, what this translates to is, you must name this to whatever you like.
So from left to right i have this on the first line:
Application = Vietcong1
Start = 27900
End = 27900
Protocol = Both (for both TCP and UDP)
IPAdress = (your IP Address you wrote down)
on the second line i have:
Application = Vietcong2 ***Notice the namechange***
Start = 15425
End = 15425
Protocol = Both (for both TCP and UDP)
IPAdress = (your IP Address you wrote down)
on the third line i have:
Application = Vietcong3 ***Notice the namechange***
Start = 5425
End = 5425
Protocol = Both (for both TCP and UDP)
IPAdress = (your IP Address you wrote down)
